D. Allen Milburn Selected as Beaufort County Chief Financial Officer

Beaufort County is pleased to announce that D. Allen Milburn has been appointed as Chief Financial Officer (CFO), effective November 2, 2026.

Beaufort County Administrator Michael Moore expressed his enthusiasm for the appointment, sharing, “We look forward to welcoming Mr. Milburn as Beaufort County's next CFO. He brings with him more than three decades of public-sector finance and governmental leadership experience, and I look forward to working with him to meet the needs of our residents while ensuring fiscal responsibility and transparency.”

Born in Alexandria, Virginia, Allen grew up in a military family and had the opportunity to live in several states as well as Karlsruhe, Germany, while his father served as a noncommissioned officer in the U.S. Army. That upbringing instilled in him an early appreciation for integrity, honesty, a strong work ethic, and the importance of service to others. His family eventually settled in Georgia, where Allen completed high school and earned his college degree.

Allen began his career in 1993 with the Georgia Department of Audits and Accounts as a state external auditor before transitioning into local government finance as Finance Director for Bryan County Schools. He completed South Carolina’s Certified Government Finance Officer (CGFO) program in 2021, reflecting his longstanding commitment to professional development and excellence in governmental finance.

In 2005, Allen relocated to the Charleston area to serve as Budget Director for Charleston County School District, a position he held for 11 years. For the past eight and a half years, he has served Berkeley County Government, most recently as Chief Financial Officer, overseeing a broad portfolio of financial and administrative functions.

Allen and his spouse, Jody, have been married for five years and share their home with two much-loved fur babies. They are excited to make the Beaufort area their home, become part of the community, and ultimately retire in the Lowcountry.
